It actually comes down to a rather particular pair of psychological definitions: addicting refers to a behavior that stimulates the pleasure center of the brain but does not include the addition of chemicals foreign to the body. For example, exercise can be addicting, because the release of endorphins that your body produces stimulate the pleasure centers of the brain. Cigarettes are addictive because the addition of a chemical component alters the way that the brain is stimulated and that outside chemical component is what you crave to stimulate the dopamine receptors in the brain.
